Saying he did nothing wrong, a Virginia police officer resigned from the Fredericksburg Police Department after body-cam video showed him using his taser, and then pepper-spray, on an unresponsive man sitting in his car. According to the WHOP, 34-year-old David Washington was having a stroke at the time of the incident.

David Washington drove over a median, hit a sign, then hit a Jeep on May 4.
Cpt. Matt Deschenes & Sgt. Crystal Hill with Fredericksburg police had their guns aimed Washington and yelled at him to get out of the car.
Officer Shaun Jurgens arrives with his gun out, before later taking out his taser, and using it on Washington.
It appears to not work, and Jurgens soon pepper-sprays Washington.
Washington is dragged out of his car & handcuffed.
It has been reported Washington suffered a massive stroke.
Cpt. Rick Pennock said 'The use of force demonstrated in the incident involving Mr. Washington was not in compliance with department policy or training'.
Jurgens resigned from his post May 14.
